Can Shia get tattoos?

Both Shia Ayatollahs Ali al-Sistani and Ali Khamenei assert that there are no clear Islamic prohibitions regarding tattoos. The Quran does not contain any references to tattoos or the act of tattooing. Furthermore, Grand Ayatollah Sadiq Hussaini Shirazi has stated that tattoos are regarded as makruh (discouraged but not explicitly forbidden).
