Permissibility of Looking at Non-Mahram Women in Islam

According to an-Noor 24:30-31, it is acceptable to gaze at a non-mahram woman when there is a valid reason to do so. This includes situations such as engaging in commerce, providing or receiving medical assistance, testifying, or making a marriage proposal. However, looking at her with desire is explicitly prohibited according to the consensus of scholars.
