Is Khalifa chosen by God?

According to his Commentary on the Holy Quran,

he elaborates: "The Khalifa is designated by God and not by human beings. There are indeed scenarios where it may seem impossible for an individual to become a Khalifa, yet he ultimately rises to that position."
