Why does Allah call himself the shy one?

Al-Hayyee – The Shy One

He who nurtures and fosters modesty and shyness among His servants, and possesses the ultimate form of modesty Himself. Allah feels a sense of shyness to send away those who appeal to Him without bestowing upon them what they seek.
